Yes, the top-two primary has changed elections in Washington State and those "I want to vote for the person, not the Party" people have gotten their wish. Although I don't see how the top-two primary has helped anyone to clarify who the best candidates might be, you can't even figure out who the Democrats & Republicans are backing by looking at the voter pamphlet and ballot.
There are a lot of divergent views about how the top-two primary will effect the political party's. The presentation, on Saturday, by Todd Nichols should be very interesting.
